For safety reasons, even disconnected cell phones can always call 911 for emergencies. This is a good thing. But apparently kids have found out that they can use the phones to make prank 911 calls. When you call 911 from an activated cell phone, the 911 dispatcher can track the call through the phone number or location. This is not true with disconnected phones, so kids can tie up 911 lines making prank calls and never be caught. If you have an old cell phone, be sure to ditch the battery before you give it to your kids to play with.
